The notice clearly states that we will continue to deepen differentiated toll collection on highways and strictly implement the "green channel" policy for the transportation of fresh agricultural products.

Jiangsu: ETC toll 50% discount

For international standard container transport vehicles entering and leaving the major container ports (currently eligible are Taicang Port, Lianyungang Port, Port of Nanjing, Nantong Port) with an annual throughput of more than 2 million TEUs or an annual throughput of 1 million TEUs and an annual growth rate of more than the average growth level of the province for three consecutive years, ETC will be given a 50% discount on tolls at all ordinary Tollbooth and expressways in the province, The execution period is from April 1, 2023 to December 31, 2027.

For container transport vehicles entering and leaving the main loading points and cargo gathering points of China Europe (Asia) Express containers in the province, all ordinary Tollbooth and expressways in the province will continue to be free of vehicle tolls, and the implementation period will be until December 31, 2027.

Henan: 20% discount on toll fees for some highway sections

From May 18, 2023 to December 31, 2023, for trucks driving the entire line of G59 Hubei Expressway (Henan section), a 20% discount on the toll will be implemented based on the differential policy stipulated in the "Notice of Henan Provincial Department of Transportation, Henan Provincial Development and Reform Commission, Henan Provincial Department of Finance on Implementing the Differential Policy of Expressway Truck Toll in Our Province" (Yujiaowen [2021] No. 3).

Sichuan: ETC truck tolls offer a 6% discount

For electronic toll collection (ETC) bus routes with 30 or more trips per month, a 15% discount on vehicle tolls will be given. For trucks installed and using ETC, a 6% discount will be given on vehicle tolls.

Tianjin: 65% discount on tolls

For the special international standard container trucks legally loaded in and out of Port of Tianjin, the preferential toll policy will be implemented for the five toll stations that pass through Yongding Xinhe Station and Lingang Station of Tianjin Coastal Expressway, Beitang Station of Beijing Tianjin Expressway, Tanggu railway station of Jingjintang Expressway, and Tanggu railway station of Tianjin Jincheng Expressway, and the preferential toll policy will be implemented for the vehicles with five emission standards in China (the preferential toll policy will not be implemented for vehicles with four emission standards or below), A 20% discount will be offered for vehicles with national emission standards, and new energy vehicles will be free of tolls.

Implement a 65% discount on the toll for legally loaded trucks driving the entire section of the Tianjin section of the Beijing Tianjin Expressway.

Other preferential policies for toll fees that have been implemented before are still implemented in accordance with relevant regulations.

Vehicles that are subject to two or more types of toll preferential policies at the same time shall be charged according to the policy with the highest discount.

Yunnan: Continue to Implement New Vehicle Toll Standards

Ordinary sections of highways: trucks and special operation vehicles shall not exceed 0.45 yuan per vehicle kilometer.

Bridges and tunnels over 500 meters on highways: trucks and special operation vehicles shall not exceed 1.15 yuan per vehicle kilometer.

The specific charging standards are calculated and determined based on the prescribed vehicle classification and charging coefficient, using separate and combined charging methods for ordinary road sections and bridges and tunnels over 500 meters.

Zhejiang: Continuing to Implement Differentiated Charging

For international standard container transport vehicles that only travel between the Xiapu toll station on the highway and the toll station in Chuanshan Port Area, and enter and exit at the four toll stations on the highway, including Xiapu, Chaiqiao, Guoju, and Chuanshan Port Area, the toll fee will be charged at 25% of the provincial government's approved toll standard. The implementation period of preferential policies is temporarily until December 15, 2023.

The preferential policy for international standard container transportation vehicle tolls on the Zhoushan Cross Sea Bridge section will continue to be implemented, with the implementation period temporarily ending on December 31, 2023.

For international standard container transport vehicles entering and exiting Jintang and Ligang toll stations, the toll on the Zhoushan Cross Sea Bridge section shall be charged at 25% of the provincial government approved toll standard; For international standard container transport vehicles entering and exiting other toll stations of the Zhoushan Cross Sea Bridge, their tolls on the section of the Zhoushan Cross Sea Bridge will be charged at 50% of the provincial government approved toll standards.

The section of the Jintang Bridge of the Zhoushan Sea Crossing Bridge continues to enjoy a time-based discount on the tolls for special vehicles not loaded with international standard containers. During the period from 19:00 on the same day to 7:00 on the next day, the tolls for special vehicles not loaded with international standard containers one-way from the Ligang or Jintang Toll Station of the Zhoushan Sea Crossing Bridge to the Jiaochuan Toll Station shall be charged at 25% of the standard approved by the provincial government, Special vehicles that enjoy discounts and are not loaded with international standard containers must pass through manual toll lanes.

Hubei: Minimum 50% discount

For vehicles that install and use ETC and pass through provincial and municipal state-owned wholly-owned and controlled highway sections, on the basis of a basic discount of 5%, an additional 3% discount will be given for toll fees within Hubei Province.

For international standard container transport vehicles that enter and exit designated toll stations on highways near major ports along the Yangtze and Han Rivers in Hubei Province, install and use container transport dedicated ETCs, and legally load them, on the basis of a 5% basic discount, an additional 20% discount on provincial tolls will be given.

For international standard container transport vehicles that are installed and legally loaded using container transport dedicated ETCs and designated toll stations near the China Europe and Central Asia express trains in Hubei Province, on the basis of a 5% basic discount, a 50% discount will be given to the toll within Hubei Province.

Encourage highway operating enterprises to pilot a 10% -30% discount on toll fees on some highways.

Liaoning: Three differentiated charging methods, with a minimum discount of 50%

For standard container transport vehicles, Liaoning Province will implement a 50% discount on toll rates from June 1, 2023 to May 31, 2024. Vehicles with ETC installed in and out of Port of Yingkou (Bayuquan Toll Station), Port of Dalian (Port of Dalian Toll Station, Dalian Bay Toll Station), Jinzhou Port (Jinzhou Toll Station), Panjin Port (Liaodong Bay Toll Station), Port of Dandong (East Port Toll Station), Suizhong Port (Qianwei Toll Station) and Port of Huludao (Huludao East Toll Station) will enjoy this discount.

For large transport vehicles, Liaoning Province will implement a 50% discount on the toll collection standard from June 1, 2023 to October 2026 (the specific time will be based on the trial operation time of the Beijing Harbin Expressway renovation and expansion project). For ETC large vehicles with 6 axles or more heading towards Beijing, a 50% discount on the toll fee standard for 6-axle trucks will be used as the base. For each additional axis, a 1.65% discount on the toll fee will be implemented based on an increase of 1.35 yuan per vehicle kilometer to increase the top of the 20 axis.

In addition, Liaoning Province will also adopt differentiated toll collection measures for entrances and exits, and implement a 50% discount on toll collection for ETC vehicles traveling between Fushun Toll Station and Fushun East Toll Station on the Shenji Expressway. The implementation period of this policy is from June 1, 2023 to November 30, 2023.

Inner Mongolia: S24 trucks have been lowered to a 75% discount from the original fare standard

ETC trucks will receive a 7.5% discount on tolls based on a 9.5% discount on ETC.

The Transport Bureau of Ordos City City continues to implement differentiated charging policies for the highway from S24 to Balagong in Ordos City City. The trial period is from January 1, 2023 to December 31, 2024. All types of trucks will be lowered to a 7.5% discount on the original toll standard (original toll standard * 0.75), and all types of trucks using ETC on-board devices will be given a 7.5% discount on the toll on the ETC 9.5% discount (i.e. original toll standard * 0.95 * 0.75).
