Green transportation has always been a topic of constant discussion in the logistics industry, and the difficulty of running green transportation has become a consensus among many car owners.
Logically speaking, Green Pass is a preferential measure that should be popular among car owners, but in actual implementation, many contradictions have arisen. Not only did it not bring tangible benefits to car owners, but it also took on a lot of risks.
On the one hand, the judgment standards for Green Pass goods are not unified, the transportation timeliness is strong, the shelf life of the goods is short, and they are prone to bumps and damages; On the other hand, these contradictions stem from toll booths. Apart from some toll booths turning Green Pass into a tool for wealth collection without authorization, various strict cargo inspections also make car owners feel cumbersome.
Many car owners do not understand that since the original intention of establishing Green Pass is to improve the efficiency of cargo transportation, ensure the freshness and quality of goods, why is it so time-consuming and laborious to inspect when passing through toll booths?
This is largely because there have been too many behaviors of disguising Green Pass goods and using Green Pass as a way to avoid tolls, attempting to exploit legal loopholes by disguising ordinary goods as Green Pass, and even forming specialized groups to disguise Green Pass vehicles. Such cases have emerged one after another, indirectly reflecting the lax law enforcement of relevant departments in reasonably inspecting vehicles and goods through the Green Pass, and to some extent, continuously forcing toll stations to strengthen the inspection efforts of the Green Pass.
Case 1:
Truck driver Chen accidentally saw a green open car undergoing inspection at the intersection of the highway while leaving. The inspector only lifted one corner of the cover on the carriage, inspected the last row of goods, and released it, revealing Chen's "path to wealth". Afterwards, Chen assisted other drivers in placing Green Pass goods in the last row of the carriage, disguised as a full car Green Pass and taking the free passage. Unexpectedly, they successfully passed through the toll station.
After tasting the sweetness, Chen searched for drivers who wanted to evade highway tolls by searching for their mobile phone numbers and finding friends to introduce them. Eventually, he established a cooperative relationship with 29 drivers and agreed that if they successfully dodged the toll once, Chen would receive a reward of 1000 yuan. If they failed, Chen and others would not charge. In this way, within three months, Chen and others managed to evade highway tolls by more than 700000 yuan.
Case 2:
A carriage of goods drove into the toll station, and the driver claimed that he was transporting apples and requested to enjoy the free green channel policy, and proactively opened the back door of the carriage. The staff found that the rear of the car was indeed loaded with apples, so they requested a spot check of the side door cargo. However, the driver was very unwilling and requested release. In the end, the staff found a ladder to climb onto the car and inspect the goods on the roof. They found that the entire car was filled with non-staple food, except for apples at the back.
Case 3:
When a truck passed through the Songmu toll station on the Hengyang section of the Hengyang Shao Expressway, the driver informed the toll collector that the carriage was loaded with sweet potatoes and requested free passage through the green channel. When the toll squad leader followed the process of inspection and found that the goods inside the carriage were indeed sweet potatoes. In order to further verify the authenticity, the toll squad leader requested the driver to open the side door of the carriage for inspection. However, the driver's face was flustered, indicating that he was in a hurry to unload the goods and did not cooperate, which caused suspicion from the toll squad leader. When the side door of the carriage was opened, the toll squad leader found that the side of the cargo compartment was filled with express packages. Immediately, the ladder was moved in and further inspection was carried out inside the carriage. It was found that a large number of express deliveries were loaded inside the cargo compartment, accounting for 40% of the carriage's volume, which does not meet the free conditions of Green Pass.
Case 4:
The staff of the toll station in Liling Economic Development Zone suspected that the "Green Pass" vehicle was mixed with non fresh agricultural products during inspection, and requested the driver to open all the tarpaulin for inspection. The driver refused on the grounds of being too troublesome and time-consuming. Due to the long queue of vehicles in the lane, the toll squad leader requested the driver to park the car in the square and open the tarpaulin for re inspection.
As expected, after re inspection, a large amount of dry vermicelli goods were mixed under the tarpaulin of the vehicle, accounting for half of the cargo compartment volume, which does not meet the reduction requirement of fresh agricultural products accounting for more than 80% of the vehicle's approved load capacity or compartment volume. The driver began to shirk responsibility: "I don't understand. Others say that vermicelli is an agricultural product and can also be free. I'm innocent of those who don't know, and it's not considered a fake green pass." After an hour of explanation and education, the driver finally admitted to the fact of attempting to evade the fee and paid four times the fare according to regulations.
Case 5:
A license plate pickup truck entered the highway from Puba Port Station in Zhejiang Province and drove to Wenfeng Toll Station. The driver informed the toll collector that the goods being transported by the truck were fresh and live aquatic products and requested free passage. After multiple inspections by the duty station master, squad leader, and toll collector, it was found that the goods being transported by the truck were mixed and mixed, and aquatic products such as hairtail and squid were not included in the exemption scope of the "Fresh and Live Agricultural Products Catalogue", and crabs Fish and other deductible products have rotted and deteriorated, and do not meet the exemption conditions for fresh agricultural products under the "green channel".
When the inspection personnel informed the driver that they did not meet the exemption requirements, the driver did not understand this very much. After explaining the relevant regulations on the exemption of tolls for "green channel" vehicles and the serious consequences of illegal behavior of evading or evading tolls, the driver finally admitted to attempting to use mixed cargo to disguise himself as a transportation "green channel" vehicle to evade tolls.
Case 6:
The toll collector at the Liangtian Toll Station of the Chenzhou Management Office of Hunan Expressway Group discovered that there was preserved meat underneath a truck loaded with radishes during inspection. Originally, in order to evade tolls, the truck driver disguised the exterior and top of the carriage full of bacon with radishes, attempting to pass through the green passage. However, they were caught by staff at the toll station, and finally had to pay four times the normal tolls as required before being allowed to pass.
Case 7:
During the inspection of a batch of trucks transporting milk at a toll gate on a highway in Gaoqing County, Shandong Province, the toll personnel at the green channel gate found that although the valve at the liquid bag packaging port saw milk, it was not a constant temperature milk transportation device. Moreover, the vehicles were traveling from the west to the highway, with a destination in Yantai, Shandong Province, for thousands of miles. Therefore, they suspected that the purpose was to defraud the highway of free treatment.
After receiving the report, the public security organ, after more than half a year's investigation, found that all 28 suspect who counterfeited green traffic to evade highway tolls were arrested, involving 7 provinces and regions in Xinjiang, Qinghai, Gansu, Ningxia, Hebei, Henan and Shandong. When the truck departs from Shandong, it pulls frozen chicken and duck meat, and covers the frozen meat with vegetables such as chili peppers and eggplants, disguised as a fresh agricultural product transport vehicle. When they returned to Shandong, they poured pure milk into the liquid bag valve of the truck and disguised non free goods such as raw oil, lubricating oil, and wine as fresh milk. Such a truck can evade highway tolls of over 10000 yuan by running back and forth. After sorting out, there were over 70 large trucks involved in the case, and the total amount of highway fees evaded was over 15 million yuan.
There are countless cases like this. Under the current conditions of highways, staff are very passive when facing the bulky freight cars. Detailed inspections can delay passage time, cause congestion at toll stations, affect the insurance efficiency of agricultural products, and make the "green channel" lose its original value. Some individual logistics companies and car owners exploit this management loophole to disguise Green Pass and evade fees. If the practice of pretending to be a green pass is repeatedly successful, it will be very unfair to car owners who follow the rules. However, overly strict green pass inspections are more likely to result in disguised and one size fits all enforcement. To fundamentally eliminate this type of phenomenon, it may be necessary for relevant departments to explore long-term effective detection mechanisms and increase the punishment of "disguised green traffic".
